Will this work for other brand 27 gallon totes?

This will work for Costco brand 27 gallon totes. Home Depot 27 gallon totes are vary similar, but slightly narrower. They will still fit, but we'd recommend adjusting the width of each column slightly narrower. These plans would still be a good guide to follow.
